Before the upgrade, the measured respirable dust concentration in the workshop reached 8.2 mg\/m\u00b3 \u2014 more than twice the limit set by QCVN 02:2019\/BYT (3 mg\/m\u00b3). Workers frequently complained of red eyes, coughing, and breathing difficulties.
